Buildvietinfo is supporting the Vietnam Association of Construction Contractors (VACC) as technical consultant in developing a capability assessment framework and digital assessment platform for Vietnamese construction enterprises.
The initiative has entered its pilot phase and is expected to be conducted annually, with the long-term goal of evolving into the VC Index — a recognised benchmark for contractor capability in Vietnam. It responds to the construction sector’s growing need for a more objective, transparent and verifiable approach to evaluating contractors.
The framework assesses enterprises across three core dimensions: professional capability and experience; financial strength and business performance; and governance, reputation and compliance. It also incorporates mandatory qualification gates, minimum thresholds and evidence-based verification to help ensure credibility and consistency.
In the pilot stage, the programme targets approximately 80 to 100 construction enterprises across civil and industrial construction, transport infrastructure, and mechanical and electrical works. The assessment is voluntary and open to both VACC members and non-members.
A key feature of the programme is digitalisation. Buildvietinfo is contributing to the design of a software system and database that allow enterprises to submit information electronically, support automated scoring and provide the Assessment Council with structured, comparable data.
By combining international references with Vietnam’s market and legal context, the initiative encourages contractors to strengthen not only project experience and financial capacity, but also innovation, BIM adoption, green construction practices, occupational safety, governance and sustainability.
